How do I find UK companies that need a recruitment agency?
Look for employers advertising senior roles, hiring in a function for the first time, or opening new sites. All three are public records. Lockley reads them nightly and links each one.

The most reliable way to find UK companies that need a recruitment agency is to look for public evidence that they are hiring now, rather than buying a list of every company in a sector. Three records do most of the work: senior roles advertised on job boards, a company advertising a role in a function it has not hired for before, and a new site or operating centre that will need staffing. Each is dated and checkable before you pick up the phone.
This page explains each signal, what it tells you, how to read it honestly, and where a small agency team can get it without paying for a large database.
Signal 1: senior roles advertised
A company advertising a manager-level or senior role is spending money to fill it, and the advert is dated. That makes it the cleanest reason to call a recruiter's target. Lockley recorded 1,155 roles advertised at manager level and above across 682 UK companies in September 2026, which gives a sense of the scale: a small number of companies each week, not millions.
The caution is that an advert on a job board does not mean the employer lacks an agency. Treat it as a reason to open a conversation about the role, not as proof of a gap. Call about that specific role, and say you have seen it.
Signal 2: hiring in a function for the first time
When a company advertises its first role in a function, such as its first finance, sales or operations hire, it usually has no internal process for that kind of search. That is a stronger reason for an agency to call than a repeat hire in a team that has hired many times. Lockley recorded 318 such roles across 285 UK companies in September 2026.
The limit is the data itself: Lockley's job records begin in September 2026, so a first-of-function flag means the company's first role in that function that Lockley has seen, not a proven first in the company's history.
Signal 3: new sites and premises
A company that has recorded a new premises or operating centre will often need to staff it. Planning registers carry these. Lockley recorded 2,421 new premises or operating centres across 2,069 UK companies in September 2026. It is a slower signal than a job advert, because planning decisions precede hiring by weeks or months, so it suits agencies that build relationships ahead of demand.
How to use the signals without a large budget
A free route exists. Job boards can be searched by hand, Companies House can be searched for newly incorporated companies, and planning registers are published by local authorities. The cost is time: matching an advert to the right legal entity, checking that the company is active, and finding the person who owns the hire.
Lockley does this matching each night. It reads Companies House, job postings from Adzuna, planning registers and each company's own website, then gives a small team a short list each morning, each company with the record behind it. It does not sell contact lists or bulk email data, and it does not send email for you. The record links let you check the evidence before calling.
What to say on the call
Open with the record, not with a pitch. A sentence such as 'I saw you are advertising a finance manager role and I recruit in that area' is specific and honest. Avoid claiming knowledge you do not have about why the role is open. If the company has used an agency before, ask how it went.
Questions
Is a job advert enough reason to call a company?
It is a good reason to call about that role. It does not show the employer has no agency, so ask rather than assume.
Which signal is strongest for a recruiter?
A first role in a function is usually the strongest, because the company has little internal process for that search.
Can I do this for free?
Yes, by searching job boards, Companies House and planning registers by hand. The cost is the time spent matching records to companies.
Does Lockley provide contact lists?
No. Lockley gives a short daily list of companies with the public record behind each, not bulk contact data.
How often does the data update?
Lockley reads its sources every night.
